Federal Agencies
That participate in the SBIR/STTR Program
A total of eleven agencies (including the DoD, which includes the Navy) participate in SBIR and five participate in STTR. Each
agency administers its own individual program within guidelines established by Congress. These agencies designate R&D topics in
their solicitations and accept proposals from small businesses. Awards are made on a competitive basis after proposal evaluation.
Department of Defense (DoD)
The DoD is charged with supervising all agencies related to national security. The agencies listed below are a few of those agencies, that also participate in SBIR.
Department of the Navy (DoN)
The Department of the Navy (DoN) has many goals to support the fleet. To better achieve this and provide our warfighters
the best technology available, the Navy is broken down into different System Commands, or SYSCOMS. Each SYSCOM has
their own area of responsibility.
SBIR@Connect’s direct partnership is with NAVWAR.
NAVWAR’s area of responsibility is information dominance, and
focuses on capable and secure communications and networks
that span platforms and facilities. NAVWAR’s products and
services transform ships, aircraft, and vehicles from individual platforms into integrated battle forces.
NAVWAR supports a few Program Executive Offices (PEOs),
and their respective Program Offices (PMWs) in order to
achieve its mission.
These PEOs and PMWs enable our sea and shore platforms
and installations to operate effectively and efficiently in cyberspace. The systems developed by the PEOs and PMWs
under NAVWAR must meet performance requirements with
respect to capacity, security, and reliability, but also be
affordable and on schedule for delivery to the Fleet.
